Construction of various types of facilities in Korea over the past three decades have leaned heavily toward quantitative aspects that emphasized "low construction costs" and "fast-track construction. " This resulted in weakness in qualitative aspects compared with leading countries, and the situation was aggravated by the lack of institutional initiatives for proper maintenance and investments in relevant fields.
The problem persisted into the 90s, when the issue of facility safety and maintenance started to gain social significance, and the "Special Act for the safety Control of public facilities and multi-use facilities were initiated. The Corporation was founded to spearhead the initiatives for safety management of such facilities. (April. 19. 1995)
The purpose of the Corporation is to enhance the convenience of the general persons who use public facilities and to ensure public safety and welfare.
